Katherine E. Armstrong – Counsel, Washington, DC
Katherine advises clients on potential privacy and security risks raised by U.S. federal and state privacy laws and on advertising and marketing practices regulated by the Federal Trade Commission (FTC). She brings to her practice over 30 years of consumer protection law enforcement and policy experience from the FTC. While at the FTC, Katherine led numerous Fair Credit Reporting Act (FCRA) law enforcement investigations that resulted in consent decrees. She also engaged in policy work involving big data issues and was part of the team that drafted the May 2014 Commission Report, “Data Brokers: A Call for Transparency and Accountability” and the workshop, “Big Data: A Tool for Inclusion or Exclusion?”
Reed Abrahamson – Associate, Washington, DC
Reed assists clients with identifying and addressing data privacy and security risks in business operations. He has helped companies design and implement privacy and data security policies and programs, and advises clients on compliance issues related to HIPAA, CAN-SPAM Act, TCPA, and other privacy laws. Reed also has experience working with companies to respond to data breach incidents. A United States Certified Information Privacy Professional (CIPP-US), he works with in-house teams to create frameworks for international transfers of regulated personal information, particularly from the European Union to the United States. Reed also counsels clients on managing risk through appropriate policies and contractual arrangements, including drafting and modifying customer and consumer-facing privacy policies and statements. He has helped clients retain service providers and enter into arrangements with customers. As a member of the firm’s Consortia Management Team, Reed also works on the formation, management, and representation of consortia in the life sciences industry that address matters of science, policy, law, and business operations.
Peter W. Baldwin – Partner, New York
Peter is a former federal prosecutor who defends clients facing white-collar criminal and internal investigations, securities enforcement actions, cybersecurity issues, and other complex civil and criminal litigation matters. Prior to joining Drinker Biddle, Pete spent over eight years as an Assistant United States Attorney in the U.S. Attorney’s Offices for the Eastern District of New York and Central District of California. In this role, he supervised all aspects of criminal investigation and prosecution, first as a member of the Major Frauds Section in the Central District of California and then in the National Security and Cybercrime Section in the Eastern District of New York, where he directed federal criminal investigations involving terrorism, cybercrimes, export controls, trade secrets, BSA/AML violations, espionage, and money laundering.
During his time with the Eastern District of New York, Pete also served as the Office’s Counterespionage and Export Controls Coordinator. He directed the investigation and prosecution of cases relating to violations of federal export controls, counterproliferation, trade secrets and espionage laws, and he also served as the Office’s primary point of contact with various federal law enforcement and regulatory agencies, as well as with the U.S. intelligence community.
Kenneth K. Dort – Partner, Chicago, IL
Ken counsels clients on information technology and intellectual property law issues—specifically, software development and licensing, systems development and integration, data security and privacy, trade secret protection and patent/copyright/trademark licensing and protection. He is chair of the firm’s Technology Committee.
Ken is CIPP/US, CIPP/E and CIPP/C certified and advises clients throughout the United States, the European Union and Canada on their data security and privacy practices and compliance needs arising under HIPAA, COPPA, the CAN-SPAM Act, the Fair Credit Reporting Act, the Fair and Accurate Credit Transactions Act, the Video Privacy Protection Act, PCI-DSS, the EU Privacy Directive, the EU GDPR, Canada’s Privacy Act and PIPEDA and other federal, state, provincial and international privacy and data security laws and industry standards. He assists clients with the drafting and implementation of data security and privacy, document retention, device usage and mobile application policies and protocols.
Laura H. Phillips – Partner, Washington, DC
Laura has been a leader in the telecommunications market for more than 25 years. She counsels wireless and wired technology entrepreneurs on issues related to the development of new technologies, including the development of spectrum auctions, network interconnection, access, universal service and Voice over Internet Protocol (VoIP). She also represents clients in regulatory matters stemming from communications service convergence, the growth of wireless services and the Internet.
Laura is deputy practice group leader of the firm’s government and regulatory practice group and she counsels clients on managing government mandates, government enforcement, hearings and a range of communications law, business and policy compliance matters. In addition to administrative litigation, she advises technology clients on emerging FCC issues, among them telemarketing, USAC audits and disabilities access. She also counsels clients on regulatory billing matters, acquisitions, mergers and other business issues.
